Lo Hon Hing v Long Term Prison Sentence Review Board

When reviewing a long-term or indeterminate sentence under the Long-term Prison Sentences Review Ordinance (Cap. 524), the Board must adopt a holistic approach that takes into account mandatory relevant considerations such as the prisoner's rehabilitation, reintegration and the risk posed to society, and a failure to do so is amenable to judicial review.
