Under 28 U.S.C. § 2254(e)(2), a federal habeas court may not hold an evidentiary hearing or otherwise consider evidence beyond the state-court record to develop the merits of an ineffective-assistance-of-trial-counsel claim where the prisoner failed to develop the factual basis in state court because of the ineffectiveness of state post-conviction counsel.
