Wilful blindness is the legal equivalent of actual knowledge for the purposes of the Misuse of Drugs Act; it requires a high degree of suspicion (an overwhelmingly strong belief, near-certainty) coupled with a deliberate refusal to inquire, and is distinct from mere recklessness or negligence.
