The statutory permission in s 183(1) of the Copyright Act 1968 (Cth) to use copyright material 'for the services of the Commonwealth or a State' is to be construed broadly, extending to copying done by a contractor as the means of providing a contracted service to government, subject only to the obligation to pay reasonable compensation.
