On an application under section 117 of the Companies Act 2006, a request under section 116 for a copy of a company's register of members made in order to put a commercial (e.g. mini-tender) proposal to shareholders is for a proper purpose unless the company proves the purpose is genuinely improper, the burden lying on the company.
