Key Principle
The requirement (from Cadogan v Morris) that a tenant's initial notice of claim under s.13 Leasehold Reform, Housing and Urban Development Act 1993 propose a realistic price does not apply to a landlord's counter-notice under s.21; a landlord's counter-notice may propose any figure, however high, and is valid provided it is a genuine, bona fide (non-sham) proposal.
