Key Principle

Under the SIA Standard Form of Building Contract, the architect's final certificate is a condition precedent to any entitlement to payment; once issued, the architect becomes functus officio and no further payment claims may validly be made under the SOPA, so a repeat payment claim served after the final certificate falls outside the SOPA and attracts no duty to respond.
