On judicial review of the Director of Immigration's refusal to extend the applicant's stay under the Capital Investment Entrant Scheme (CIES), the Court of First Instance (Coleman J) dismissed the application and upheld the Director's decisions, holding that possession of a valid travel document was part of the eligibility/conditions of the CIES; the Director was entitled to refuse the (repeated) extension applications made over several years where that requirement was not met.
