An interpretation of the Basic Law issued by the Standing Committee of the National People's Congress under Article 158 is valid, binding on the Hong Kong courts and free-standing (it may be issued without a judicial reference); such an interpretation declares the law from 1 July 1997 and so operates retrospectively.
