The jurisdictional gateway in paragraph 3.1(20) of Practice Direction 6B (a claim under 'an enactment which allows proceedings to be brought') extends to a claim under s.423 of the Insolvency Act 1986, because, properly construed, s.423 confers power to make orders against persons or property outside England and Wales where there is a sufficient connection with the jurisdiction.
