Unlawful assembly under s.18 of the Public Order Ordinance is a participatory offence: a principal must be shown to have acted as part of an assembly with others, aware of their related conduct and intending, while assembled, to engage in or further the prohibited conduct, displacing any common-law 'common purpose' requirement.
