Under the pre-2025 Building Management Ordinance (Cap. 344) and the 2018 Code of Practice on Procurement of Supplies, Goods and Services, an owners' corporation's failure to fully disclose statutory notices or allow inspection of tender documents before a general meeting does not, of itself, confer private enforceable rights on individual owners or invalidate validly passed resolutions; an owner's recourse lies in raising the matter at the general meeting.
