Newspaper publication will not constitute harassment under the Protection from Harassment Act 1997 unless the conduct crosses the boundary from the unattractive or unreasonable into conduct that is oppressive and unacceptable; the test is objective and a claim cannot be founded merely on offence taken at true but defamatory or unflattering references.
