Regulatory legislation can effect an indirect 'taking' or 'acquisition' engaging the constitutional right to property only where it amounts to a substantial and disproportionate interference; ordinary economic regulation in the public interest (here a new licensing regime for LPG importation in Belize) does not engage the right or impose a compensatory liability on the State.
