Key Principle
A federal habeas court may grant Atkins sentencing-phase relief where the state post-conviction finding that the petitioner was not mentally retarded was an unreasonable application of Atkins and an unreasonable determination of the facts; mental retardation requires significantly subaverage intellectual functioning, concurrent adaptive-behavior deficits, and onset before age 18.
